Did you tell Sendmail to provide the value? The default setting is:
O Milter.macros.envrcpt={rcpt_mailer}, {rcpt_host}, {rcpt_addr}
"nbadrcpts" isn't among the values passed by default. You must add it if you want to use it.

Not with Sendmail 8.14.3 (the current version).
