Airport Dialup and Mixed Network

Out in the country, only dial up available. Using an airport base
station to connect the networked computers to the internet, both
Mac's and PC's.

The problem is of course, the PC's in that they are forever trying to
connect to the internet and causing the modem on the base station to
dial out. Between MSN, peer to peer, antivirus, auto updates etc, the
base station would be connected continually. I can set the base
station to manually connect, and of course the powerbook has a
setting to manually initiate a connection, but I've found nothing
similar on Windows XP to manually initiate the base station to dial
out.

Has anyone found a solution to this situation that doesn't include
unplugging the phone line or turning off the wireless network
interface on the PC's?
