That's because you are using the 'ftpmirror' http URL and the "ftp.gul.es" GNU
ftp mirror that you're using is likely misconfigured. At least that's my best
guess.  Maybe the GNU FTP folks can help fix the mirror, but in the meantime I
suggest you just use the master site:

ftp://ftp.gnu.org/gnu/libextractor/
