Modified Asserter to be able to reuse an existing JexlEngine (facilitate testing for "customized" version of an engine).
Made the instance of JexlEngine static in JexlTestCase & modified tests that modified flags to use their own instance.

Unrelated, made all static fields in JexlArithmetic protected so they can be used in derivation and corrected the ternary operator to not consider null in the condition as an error in all cases.
