I have encounter this problem before, the below steps were given to me by ISS Support and it works for me. You may like to try.
Download the two files below:
ftp://ftp.iss.net/prv/perm/MS_SCHEMA/securityEventsFilters1_0_1.Properties
ftp://ftp.iss.net/prv/perm/MS_SCHEMA/securityEventsFilters1_0_1.xsd
Replacing two files in SiteProtector's schema directory with these files and restarting the console will clear up this behavior.
Put the files into the following location on your Application sErver (SP Core) machine:
X:\program files\ISS\Schemas\cml\CentralAlerting\securityEventsFilters\securityEventsFilters1_0_1.Properties
X:\program files\ISS\Schemas\cml\CentralAlerting\securityEventsFilters\securityEventsFilters1_0_1.xsd
Once the files are replaced with the attached good files, restart the console.

Hi,
I am having a problem while configuring response for components in
SiteProtector (I am having network sensor).
Under Edit Component Rules window at the Filter tab there shows a symbol
of small red circle with cross (seems to be like error symbol). Also at
the right side of the same window under Type category at Component
type.. there shows the same symbol. What actually this represents and
why it so?
And while saving/installing it shows the error message as "The policies
listed below are invalid and therefore cannot be saved. Are you sure you
want to continue and discard these changes?". Why this error message
comes.
If anyone has solution, kindly mail me.
I am beginner for ISS product. So kindly explain in detail.

I think that situation is as following:
SP Application Server, Agent Manager and other new components are
written in Java
Event Collector, fusion module are written in C/C++
Sensors/Agents are written in C/C++
Please correct me if I'm wrong
