[Gimp-web] Getting rid of mirror requests in our bug tracker

Hi,

I'd like to get rid of all the mirror requests in our bug list. I do suggest the following procedure:

- any mirror that seems to be active does get added to our mirrors list

- any reports about a mirror that does not (yet) exist are closed as obsolete

- rsync requests are closed as wontfix (there doesn't seem to be anyone willing to give permission, anyway), telling people to sync with the existing servers as there are a few in our list


This could make the bug list a bit more usable again.

I'd like to implement this change during this week, unless there are any objections.
